The Department of Planning and Policy is responsible for designing, coordinating, and guiding the ministry's strategic policies and plans to ensure that all development programs and projects align with the state development vision.
The department prepares annual and long-term plans, monitors policy implementation, and evaluates project performance. It also plays a central role in identifying development needs, preparing project concepts, and coordinating with donors and implementing institutions.
Every project is reviewed for a clear work plan, realistic budget, and measurable results. The Director of Planning and Policy directly guides and approves projects from concept to implementation to ensure policy compliance, institutional coordination, transparency, and efficiency.

The Department of Planning and Policy is mandated to:
- Formulate and coordinate strategic plans, policies, and development frameworks for the ministry.
- Conduct research, data analysis, and policy reviews to support informed decision-making.
- Monitor and evaluate ministry programs, projects, and institutional performance.
- Coordinate national and international development partnerships related to infrastructure and reconstruction.
- Prepare annual work plans, budgets, and progress reports for departmental activities.
- Ensure alignment of ministry policies with national development priorities and government regulations.
- Support capacity building, institutional development, and policy implementation across ministry departments.
- Promote sustainable urban development, public infrastructure planning, housing policies, and transport sector reforms.
