Planning is the foundation of development. We work to build a modern, efficient department grounded in reliable data to achieve the development goals of Northeastern Somalia.

Mr. Guled Awale Jama leads the Department of Planning and Policy at the Ministry of Public Works, Transport, Housing and Reconstruction. He previously served as Director of the Housing Department at the same ministry, where he led the registration of public-interest properties, government assets across the security sector, and the introduction of revenue collection from publicly owned properties. He brings broad experience in development planning, project coordination, programme monitoring, and ministry-wide policy design, and continues to support efforts to strengthen public revenue and the quality of transport services.

Professional Responsibilities & Achievements

Responsibilities & Achievements as Director of the Planning Department

  1. Prepared the Ministry's annual work plan.
  2. Developed the Ministry's quarterly work plans.
  3. Supervised and monitored departmental implementation of approved monthly plans.
  4. Prepared the proposal for the new Las Anod Airport project.
  5. Compiled the Ministry's 2024–2025 two-year performance report.
  6. Trained and guided departments on the preparation, use, and completion of monthly and quarterly planning forms.
  7. Conducted training programs for the traffic police force.
  8. Trained staff at the Las Anod headquarters.
  9. Trained staff at the Buuhoodle branch office.
  10. Established a digital system to improve departmental operations and workflow.

Responsibilities & Achievements as Former Director of the Housing Department

  1. Developed licensing procedures for real estate companies.
  2. Registered public-interest properties occupied by civilians.
  3. Registered government properties allocated to the police sector.
  4. Registered government properties allocated to the military sector.
  5. Registered government properties allocated to the correctional services sector.
  6. Registered public properties used by government offices and social affairs institutions.
  7. Registered government vehicles.
  8. Implemented and managed revenue collection from public-interest properties occupied by civilians by introducing a rental payment system during his tenure as Director.
